They have no answers other than passing more ineffective legislation,

How would someone who obtains a park permit for an event gonna keep someone from entering the park with a gun? Even if the event is sectioned off and an event planner uses a metal detector, bullets travel, parks are open spaces, a gunman doesn’t have to be inside the part that is sectioned off area to shoot someone.
This is simply the city putting its responsibility to provide safe parks and public spaces on others.
